Nessos spawns on one of the three small islands with a hut north of Zouchin Village.
He drops a fun item, which I promptly went to try on a player mounted on a flying mount. But, I got the 'invalid target' message. Seems that it only works in a party. But, the fun we could have!

Omnis patrols the Briny Muck in Dread Wastes. He is usually accompanied by several adds, which makes him a bit tricky for levelling/undergeared players that want to take him on. he's also linked to those adds so you can't pull him away.
